[Wordpress issuses] 241lady on "Is there a recipe widget?"

I think I have determined that unless I have my site hosted with someone, I can't use plugins. I'm actually really confused about all of that. Let me just ask a specific question and see if it's possible for me to have it on my blog.

I want to use something like the Recipe Card plugin on my blog. Is there anything available to .com users like that? If not, what do I have to do to get that free plugin.
