The blogs at WordPress.COM are a bit ahead of the current release at WordPress.ORG - you are part of the testing process of the WordPress software. The staff does the upgrading for you and you can't use Plug-in's or third party themes so the version number is not very relevant to you, and there is nothing you can do about the version either.
