You aren't able to delete your account, see here: http://en.support.wordpress.com/deleting-accounts/. If you just want to delete your personal information like email, you can just remove/change them in your profile.
As for deleting comments in other blogs, I'm afraid that that is impossible. You have made those comments on someone else's blog, and they have approved them, so now they are under their control.
